Polyphony Digital has verified this. To date, there has been no word on a PC release date for Gran Turismo 7 from either Polyphony Digital or Sony.

The game, which is now playable on PS5 and PS4, will receive a free update for PSVR 2 following the debut of the headgear on February 22, 2023. Polyphony Digital CEO Kazunori Yamauchi responded to Dengeki Online’s inquiry about a PC release by saying the studio is not currently developing a PC port but will remain open to all feasible ideas.

It’s still possible that another studio is working on a PC port behind the scenes. Previous PlayStation Studios titles ported to PC by Nixxes Studio, Jetpack Interactive, and Iron Galaxy Studios include the likes of Uncharted: Legacy Collection, God of War, and Marvel’s Spider-Man Remastered. Maybe one of these studios, or another one entirely, is working on a PC port of the game right this second.
