Rockstar insider “Tez2,” who uses Twitter, was the first person to notice this peculiar move. He conducted an analysis of the most recent version and revealed that “roughly 95% of the anti-cheat system” has been disabled. Again… totally weird.
It is not at all clear why Rockstar Games would act in such a manner. The various hypotheses that have been proposed in response to Tez’s tweet range from careless incompetence to an unsuccessful attempt to change the systems to careless apathy.
