One reason is that they can only be encountered through Daily Incense spawns. But even finding them is just the start of the challenge because these birds escape from Pokeballs very often. However, a player seems to have discovered a method to improve their chances of catching them.

In a post on the Pokemon GO subreddit, user cutiepatatao shared their experience, suggesting that the Galarian Birds’ spawn behavior might not be random. They noticed that they encountered Galarian Zapdos and Articuno on the same day while taking a different route to school. This made them think that the Galarian Birds might have specific spawn locations.

They tried different routes for several days without another encounter until they went back to that route again, and Galarian Zapdos appeared once more. This suggests that the birds might spawn repeatedly in certain locations rather than randomly. Other players shared similar stories, finding the Galarian Birds appearing consistently in specific routes.
